Seoul has completed the first housing project delivered under its Moa Housing program, marking a concrete milestone for the small-scale neighborhood renewal policy launched in 2022. The Hanyang Rowhouse project in Gwangjin District was completed on Aug. 25, and residents are expected to begin moving in during September.
The project redeveloped an aging low-rise complex that had 99 households before renewal. Seoul built the Moa Housing program around smaller redevelopment projects that can move forward without the scale of a full neighborhood reconstruction. In this case, the city applied the Moa Housing label and support framework to a street-block housing renewal project.
The significance is less about one completed site than whether the program can repeatedly convert planning approvals into finished homes. Small projects can face their own financing, coordination and construction constraints even when they avoid some of the complexity of large redevelopment zones. A first completion therefore gives the city an example it can point to after several years of policy promotion.
The next measure will be the pace of additional completions and move-ins. One finished project does not by itself show how much housing the program can add across Seoul, but it does move Moa Housing from a pipeline of plans into delivered housing.
