Industry participants pointed to practical obstacles that can slow projects before construction begins. They asked for faster integrated reviews, fewer repeated approvals, simpler procedures when project plans change, faster bridge-loan and project-finance normalization, and reliable interim and final mortgage lending.

Han said bottlenecks that can be acted on immediately would be reviewed quickly. The policy question is therefore shifting toward delivery: whether approval timelines shorten, financing becomes more predictable and planned housing moves into the construction pipeline.
