U.S. President Donald Trump said South Korea’s trade arrangement with Washington now includes an $8.4 billion enhanced oil recovery project, presenting it as the latest addition to Seoul’s investment commitments in the United States. The announcement, made Friday on Truth Social, did not include a project location, timetable, participating companies or financing details.

Trump said the deal with the Republic of Korea “keeps getting better” and linked the proposed investment to increased American oil and gas production. He described greater output as supporting U.S. energy dominance and future global energy security. His statement is the only detailed public basis cited for the $8.4 billion figure.

Enhanced oil recovery, commonly abbreviated as EOR, refers to methods used to extract additional crude from existing fields after conventional production declines. Such methods can involve injecting gas, steam or other substances into a reservoir. Trump did not specify which recovery technique would be used or identify the fields covered by the proposed project.

Confirmation and project terms remain unresolved

The announcement comes as Seoul and Washington work to implement South Korea’s investment commitment under a bilateral trade deal signed last year. Trump had previously unveiled an initial package of South Korean investment projects that included a gas-fired power plant in Texas and eight large-scale nuclear power plants, according to The Korea Times.

The central uncertainty is whether the oil project has been finalized with the South Korean government. South Korean reports said confirmation of a bilateral agreement on the EOR investment was not available when Trump made his announcement. That distinction matters because a presidential social media post does not by itself establish which Korean entities would invest, how risks would be allocated or when funding would be committed.

The timing also gives the announcement a domestic U.S. political dimension. Dong-A Ilbo, citing Reuters, described it as the latest in a series of economic and investment announcements highlighted by Trump ahead of the November midterm elections, amid voter concerns over the Iran war and high gasoline prices. The next indication of whether the project is moving beyond a political announcement will be confirmation from Seoul, followed by details on investors, sites, contracts and the investment schedule.
