South Korea's National Health Insurance Service is conducting a two-month drive from October through the end of November to pay unclaimed health insurance refunds. Eligible money includes duplicate premium payments, overpayments caused by changes between employee and regional coverage, and medical expenses above the annual income-based out-of-pocket ceiling.
The confirmed excess-payment amount for 2025 treatment is 3.076 trillion won, with nearly half requiring recipients to check and apply directly; the average refund under the ceiling system is 1.36 million won.
