Busan has moved closer to creating a city-backed climate insurance program for residents. A City Council committee passed an ordinance amendment that would give the city a legal basis to provide administrative and financial support for climate-insurance enrollment and operation. The proposal is due for a final council vote on Sept. 11.
Busan is targeting April 2027 for the program and is considering automatic enrollment for people registered as city residents, without a separate application. Coverage under discussion includes diagnosis payments for heat- and cold-related illnesses linked to climate disasters.
From climate policy to household coverage
If adopted as planned, the program would turn climate adaptation into a direct household benefit rather than only an infrastructure policy. The remaining questions are the final coverage terms, funding source and how the city defines qualifying climate-related harm before the planned launch.
