Daegu has selected Daegu Clean Water Road Co. as the preferred bidder for a private-finance overhaul of sewer pipelines in Dalseocheon Zone 5. The project uses the BTL model: a special-purpose company finances and builds the infrastructure first, then transfers ownership to the city and receives lease payments.
City officials say the structure allows work on aging sewer infrastructure to move faster while reducing the initial burden on the municipal budget. The project is intended to reduce flooding and odor problems and improve water quality in public waterways, with construction currently targeted for 2028.
What the BTL decision changes
The preferred-bidder decision is not the start of construction, but it moves the project into negotiation over detailed terms, financing and implementation. Residents will ultimately judge it on whether the upgraded network delivers the promised drainage and environmental improvements without creating excessive long-term lease costs.
