Culture Factory occupies the former Cheongju Tobacco Processing Plant, where concrete columns, walls and the chimney remain visible inside a cultural campus now centered on crafts, performances, reading and public events

The industrial scale is difficult to miss. The original plant spread across a vast manufacturing site, and the main reused building still carries the long structural bays and heavy frame of a production facility. On the upper floors, the Korean Craft Museum and Cheongju Open Library occupy spaces that were never designed as conventional galleries or libraries

The campus extends beyond the main building. Dongbu Warehouse reuses former tobacco-storage buildings for workshops, exhibitions and community programs, while MMCA Cheongju occupies another portion of the old factory complex as a separate national museum. They share one industrial site while keeping separate entrances and timetables

The experience

The main Culture Factory building is organized vertically. Restaurants and shops occupy the lower level, the Korean Craft Museum uses the third and fourth floors, and the Open Library sits above them. A performance hall and other program spaces add another layer, so moving through the building involves switching between everyday public use and formal cultural programming

The preserved structure keeps the factory visible between those uses. Columns, large spans, concrete walls and the surviving chimney give the campus a physical consistency even when the activity changes from exhibition to reading, shopping or performance

The surrounding buildings broaden the visit again. Dongbu Warehouse has a more workshop- and community-oriented character, while MMCA Cheongju is a separate museum with its own galleries, collection storage and schedule. A short visit can stay inside the main Culture Factory, but the whole former plant rewards a wider circuit

History

The Cheongju Tobacco Processing Plant opened in 1946 and became one of the city’s major industrial employers. At its peak, more than 3,000 people worked there. Official site history records annual production of about 10 billion cigarettes, including brands such as SOL, Lilac and Rose, with exports reaching 17 countries

Production ended in 2004, leaving an enormous industrial complex without its original function. The abandoned plant began to prove its potential as cultural space when the Cheongju Craft Biennale used it as a venue from 2011 onward

The city later made the factory a major urban-regeneration project. According to the Ministry of Culture, Sports and Tourism, roughly 30 public hearings were held as Cheongju developed the reuse plan. The main cultural conversion opened in 2019, keeping key structural elements while inserting the Korean Craft Museum, library, commercial space and performance uses. Later phases continued to consolidate the wider campus

Before you go

Culture Factory is best treated as a campus rather than a single institution. The main building, Dongbu Warehouse and MMCA Cheongju keep different schedules and serve different purposes, so the amount of time needed depends on how many parts of the former factory complex are included
