Jeju Jungang-ro & Original Downtown

Jungang-ro crosses Jeju City’s original downtown through a compact web of Dongmun Market, Chilseong-ro, Gwandeokjeong and the Central Underground Shopping Mall, keeping the island capital’s historic administrative and commercial center in everyday use

Jungang-ro carries buses and surface shops while the underground mall runs beneath it. Chilseong-ro narrows the scale into pedestrian retail streets, and Dongmun Market adds covered aisles, food stalls and a much denser trading rhythm. Around Gwandeokjeong and the former Jeju-mok government complex, the same downtown shifts again toward civic history

Government offices, market streets, theaters, cafés and new retail repeatedly occupied the same center. The district’s history survives in those changing uses and the streets that continue to connect them

The experience

Dongmun Market, Chilseong-ro and the underground shopping mall sit close enough that moving between them feels like changing rooms inside one commercial district

Chilseong-ro carries some of the clearest traces of Jeju’s modern retail history. Clothing and tailoring businesses expanded here during the colonial period, and after liberation the street became the island’s best-known shopping and entertainment strip. The commercial form has changed, but fashion, food, cafés and small retail still keep it active

Dongmun Market grew from post-liberation street trading, survived repeated fires and was rebuilt through merchant organization. Its present permanent-market form sits beside newer restaurants and visitor-oriented stalls, but the wholesale and everyday food functions remain visible inside the same complex

History

The downtown predates the modern street names. Chilseong-ro takes its name from Chilseongdan, the seven-star ritual sites associated with Tamna-era Jeju. Nearby Gwandeokjeong and the Jeju-mok government complex mark the area’s later role as the island’s administrative center

Modern commerce intensified under Japanese rule. Chilseongtong, as the street was then called, accumulated Western-style shops, clothing stores and tailors. The name was changed to Chilseong-ro in the late 1960s, after liberation had already transformed the social life of the district

Cafés, cinemas and department-store-style retail turned postwar Chilseong-ro into Jeju’s principal commercial and cultural street. Local histories remember the area as “Jeju’s Myeongdong”; Arirang Department Store opened in 1973 as one of the island’s earliest large modern retail businesses

Trading at Dongmun began around 1945, and repeated fires forced merchants to reorganize the market physically. Merchant-led reconstruction began in the early 1960s, producing a permanent market building that became one of Jeju’s largest commercial facilities of its era

Later development shifted much of Jeju City’s growth toward newer districts, but the old center retained its markets, street retail and civic landmarks. The underground shopping mall added another commercial layer below Jungang-ro instead of replacing the streets above it

The old downtown is compact enough to work as one walking area, but each component keeps its own operating pattern. Dongmun Market, the underground mall, heritage sites and individual shops all run separately, while Jungang-ro and Chilseong-ro remain the connective public streets
