A revision to Korea's special law on rail undergrounding and integrated development has cleared the National Assembly, opening a clearer path for Ansan City to participate directly in the Ansan Line project. The amendment adds the Korea National Railway and allows local governments, public institutions and local public corporations to take part as joint project implementers rather than leaving implementation centered on state-invested companies.

That change is particularly relevant in Ansan because city-owned land accounts for about two-thirds of the roughly 710,000-square-meter project area. Direct participation could give the city more influence over how surface land is redeveloped and how development revenue is used to fund undergrounding and public facilities. The law does not complete the project, but it removes an institutional obstacle that the city had previously identified.
