Daegu and North Gyeongsang have restarted their joint push for administrative integration, focusing first on getting a special law through the National Assembly during the current regular session. An expanded task force from the two governments has held its first meeting and is preparing material for parliamentary review, including the Legislation and Judiciary Committee.
The current target is to launch an integrated special city in July 2028. Reaching that date would require far more than passage of a framework law: the two governments would need to settle the distribution of authority, finances, public institutions and local representation. Those details have repeatedly made large-scale administrative mergers difficult even when political leaders agree on the broad objective.
The renewed effort is therefore best read as a procedural restart rather than a completed merger. Passage of the special law would create the legal route for the project, but it would not answer every institutional question. The next signal is whether the bill clears the Assembly on schedule and whether Daegu and North Gyeongsang can keep a common position as the practical terms become more specific.
