Opposition is spreading among workers affected by the government’s plans to merge public agencies and relocate institutions to regional areas. The Korean Confederation of Trade Unions has reportedly maintained a hunger strike for a week, while unions at agencies including LH have gathered signatures against confirmed mergers and the financial sector has begun joint action.

Labor groups are demanding fuller consultation on which institutions move or merge, when changes occur, and how working conditions will be handled, while a possible bargaining route under the Yellow Envelope Act could add to labor-management tensions.
