United States Forces Korea commander Xavier Brunson said the conditions for transferring wartime operational control have clearly changed, as North Korea continues advancing its nuclear capabilities and developing missiles and other new weapons. Speaking at a forum in Washington on October 14, Brunson said he supports only a conditions-based transfer rather than one driven by a timetable.
He added that he would clearly report to the U.S. president the risks of transferring control before all conditions are fully met.
