South Korea’s National Assembly Legislation and Judiciary Committee passed a revised special counsel bill on November 4, removing the counsel’s disputed authority to transfer cases and cancel prosecutions. The bill targets alleged fabricated investigations and indictments involving prosecutors, the National Intelligence Service and the Board of Audit, and identifies 12 cases including the Daejang-dong development and Ssangbangwul remittance investigations.
The governing bloc plans to bring the measure to the plenary session, while People Power Party lawmakers left the committee and announced a filibuster against every bill. The confrontation therefore shifts from committee approval to the plenary vote and the opposition’s promised procedural blockade.
