South Koreaโ€™s Board of Audit and Inspection said the Foreign Ministry delayed raising its travel alert for Cambodia despite repeated embassy requests as employment scams, kidnappings and other serious crimes targeting Korean citizens continued. The audit counted 741 related victims over three years and concluded that the delay deprived job seekers and other citizens of an earlier warning, while the alert was raised only after media reports.

The board called for light disciplinary action against three ministry officials and said the ministry should improve safety information and overseas-citizen protection systems.
