Seoul Metropolitan Council has passed measures covering disability mobility and labor rights, including an ordinance restoring rights-centered public employment for disabled residents. The vote puts a council-approved framework back behind a program that treats employment itself as part of disability rights rather than only as a conventional job-placement service.
Kyunghyang Shinmun reported that the measures passed during the council’s September 11 session. In the same budget process, the council cut the city’s proposed funding for Mayor Oh Se-hoon’s youth AI growth-right initiative, a decision the mayor criticized while pointing to the council’s support for the disability-employment measure.
A choice about city policy priorities
The contrast makes this more than a routine ordinance vote. It reflects an active argument over which groups and programs Seoul should prioritize when policy commitments compete for city resources. For disabled residents, the immediate significance is that mobility and employment rights have received explicit backing from the council.
Passage alone does not settle implementation. The next test will be how the city administration carries the measures forward, what budget and administrative steps follow, and whether the approved framework produces practical changes in mobility access and rights-centered public employment.
