Incheon is opening a 50.5 billion won management-stabilization financing program for small businesses, with applications beginning September 17. The scheme is designed to lower borrowing costs for firms facing operating pressure rather than provide a direct cash grant, and the city expects roughly 1,700 businesses to use it.
Eligible companies can seek loans of up to 50 million won. Incheon will subsidize the interest rate by 2 percentage points during the first year and by 1.5 percentage points during the following two years, reducing the effective cost to borrowers while leaving the underlying loan relationship with participating financial institutions. Businesses still need to meet the program's eligibility and lending requirements.
For owners, the important comparison is not the headline fund size but the rate they can obtain after the subsidy and whether repayment fits expected cash flow. The program can ease financing costs, but it does not remove debt risk. Demand after applications open will show whether the terms are attractive enough to reach the city's target population.
