A hospital has apologized to the family of nurse Kang Su-bin 113 days after her death, following allegations that she had suffered workplace bullying. The health workers' union said the family, a citizen support group and the hospital reached a final agreement on September 22.

Under the agreement described by the union, the hospital will impose serious disciplinary measures on the alleged perpetrator and on managers accused of failing to respond. It also agreed to take steps aimed at preventing a recurrence and changing workplace culture.

What it means

The agreement creates a formal institutional response after months of dispute, but the longer-term test will be implementation. Disciplinary action, prevention measures and changes to management practice will show whether the settlement produces durable workplace safeguards.
