The government is extending the Modu Card off-peak incentive through December after concluding that the program helped spread public-transport demand outside the busiest commute periods. Eligible trips just before or after peak hours receive an extra 30 percentage points of refund, taking the standard refund rate for ordinary users from 20% to 50%.
The qualifying windows include 5:30 to 6:30 a.m., 9 to 10 a.m., 4 to 5 p.m. and 7 to 8 p.m. Officials say total daily trips rose after the incentive began, while peak-hour trips increased more slowly.
