Starting October 1, large apartment complexes nationwide began voluntarily separating milk and soy packs from other paper recyclables. The program covers complexes with at least 300 households or at least 150 households and an elevator, representing about 60% of apartment complexes and roughly 144,000 buildings.

No fine applies during the voluntary period, but after mandatory enforcement begins in January 2027, local ordinances may impose fines of up to 300,000 won for violations.
