An interim audit found that Jeonju left most of the reinforcement work incomplete after identifying insufficient rebar at Jeonju World Cup Stadium in 2016. The city reinforced 89 cracked column brackets among 389, but did not separately inspect the remaining 300, and a sample of 25 unrepaired brackets later found insufficient rebar in 24, including inadequate load capacity in 13.

The Board of Audit and Inspection said the facilities were not facing immediate collapse, while warning that heavy snow or strong winds could increase the risk; its findings remain subject to final approval by the audit committee.
