Government inquiries and police investigations have failed to confirm the whereabouts of 126 children whose births were never registered. Data submitted by the National Police Agency to lawmaker So Byung-hun show that authorities recorded 781 cases involving children without birth registrations.

Some cases were referred to prosecutors after guardians were found to have possible criminal liability, yet the children still could not be located. The figures indicate that identifying an unregistered child remains unresolved even after an investigation begins.
