A Gwangju District Court ordered the national government and local authorities to pay 150 million won to a former child detainee of Mokpo Dongmyeongwon. The plaintiff said he was forcibly confined in 1976, denied schooling, assigned farm and livestock work, and subjected to beatings and disciplinary abuse before escaping after about a year.

The ruling found that state and local authorities helped sustain serious rights violations, while the Seoul Central District Court separately ordered 1.752 billion won for six other victims.
