Migrant workers in Busan, Ulsan and South Gyeongsang Province recorded a workplace accident rate of 3.2% in 2025, the highest among six regions and above the national migrant-worker average of 2.3%. Manufacturing employed 65.3% of these workers, while 98.8% of injured workers came from workplaces with fewer than 300 employees, and 33.6% worked at least 50 hours a week.
Only 23.9% of treatment costs were covered through workers’ compensation insurance, while employers paid all costs in 32.4% of cases and workers paid all costs themselves in 22.8%. Researchers called for interpretation support during claims and compensation procedures, along with stronger safety management at small workplaces.
