The Seoul Metropolitan Office of Education found that delays in reviewing a group sexual assault case exposed structural limits in the school violence system. Two male students were referred to prosecutors in January 2026 over allegations that they assaulted and beat a classmate in May 2025, but the district education office closed the matter without separate action because investigative results were not automatically shared with the school violence review body.
The education office said legal changes are needed to reconcile evidence-sharing powers with investigative secrecy and to address cases in which graduating seniors leave student status before disciplinary measures can be applied, while the Education Ministry reviews the report and possible reforms.
