Administrative action over improper billing by care hospitals in South Jeolla and Gwangju has often remained unfinished. Data obtained by lawmaker Jeon Jin-sook from the Ministry of Health and Welfare show that 20 on-site investigations and administrative action cases were recorded from 2022 through September 2026, but only six, or 30%, had reached final disposition.

Fourteen cases remained incomplete, including hospitals that delayed action for years or closed after refusing to submit investigation materials, making a possible one-year suspension impossible to enforce. Jeon said the system should prevent operators from avoiding sanctions through closure and strengthen investigation, disposition, enforcement, and follow-up management.
