South Korea's government-backed AI for Everyone project is moving toward public launch this year, with an October beta version planned ahead of a formal rollout in December.
The project is designed to give citizens access to general-purpose chatbots and task-oriented AI agents built on domestic models. Consortiums led by SK Telecom, Kakao and KT are participating, with services expected to appear through familiar channels rather than requiring users to navigate entirely new platforms.
From chatbot access to task-oriented agents
Kakao's plan, for example, includes agents that can help with public services and specialized tasks. The functions described in the recovered evidence extend beyond information search into actions such as applications, reservations and payments. That makes the project closer to an agent platform than a conventional chatbot launch.
The public-access objective is only one side of the program. The government also wants large-scale everyday use to create demand for Korean AI models, computing infrastructure and agent services. The consortium has discussed an initial target of about 5 million monthly active users around launch, with expansion afterward.
Accessibility will be tested in use, not only price
That creates a clear tension in the rollout. A service aimed at older people and digitally vulnerable users has to be simple enough to use through familiar interfaces, while the underlying system must still manage more complex tasks safely and consistently. Accessibility will therefore be measured not only by whether the service is free, but by whether people can complete useful actions without needing technical knowledge.
The October beta will be the first visible test of that design. If it works, the December launch could turn AI for Everyone into one of the largest real-world distribution channels for domestic AI services. If usability or reliability problems appear during beta testing, the government and participating companies will have a narrow window to resolve them before the formal rollout.
